This program is called Significant New Alternatives Policy (SNAP) Program. Some of the new products include new refrigerants, new solvents, and new chemicals that are being introduced to the space including peoples homes.     I believe the EPA only needs to be so big and if they are looking for and researching for cleaner less toxic refrigerants, they ought to employ those in the industry to do just that vs. having another band of engineers/chemists etc. employed by the EPA causing redundant expenses to the public. Also, for the general public, it would be a "transparent" benefit to us folks to be made aware of the degree of changes from an existing refrigerant to an improved refrigerant that will replace them. Things like how much less are the new compared to the existing about being bad. Are the new refrigerants making changes only by 1% or 5% or is it 20% better and are the cost benefits making the new refrigerants worth having? Most people would reconsider if the changes were miniscule in ozone benefits yet quite expensive to change over to. Lots of people should have this data as they usually move from place to place and it wouldn't make a lot of sense to spend large on an HVAC update if the benefits were unworthy for their time in one place. Mostly, anything coming at the public from the Government isn't going to have a lot of cost to benefit numbers worth looking into. If the feds and states are so interested in matters, they should work directly with the manufacturers BEFORE taking it on their own to force feed new methods. Also, if its so worth it to the feds, they should help the public pay for these legal requirements in HVAC by helping pay for them, not providing tax credits or rebates etc. They may reconsider matters once they work with the public vs. distant themselves with the real world.

    Never been proven that refigerants do anything to the ozone layer, or cause so called global warming, its a scam. I'm sure india, china and the rest of the world follow none of these rules. Are you in Orleans ?
